The system of standardization

Targets of standardization

General targets of standardization are aimed to provide that product, process or service can be used for its purpose at defined conditions, to restrict diversity through selection optimum number of types or sizes, so as to assure safety, health protection and environment protection.

Principles of standardization

Basic principles of standardization are consensus, involving all stakeholders, work open to public, development of technique and coherence.

International standardization

The existence of great un-harmonization of standards in lot of states or regions is a big problem for developing new technologies and world trade. The existence of international standards that would be adopted in states and regions around the world would decrease this problem a lot.
On the international level, making standards and other standardization documents is carried out through international organizations for standardization (ISO – International Organization for Standardization, IEC- International Electrotechnics Commission, and ITU – International Telecommunications Union). On European level, standardization documents and standards are made by European institutions for standardization (CEN – European Committee for Standardization, CENELEC- European Committee for Electrotechnics Standards and ETSI – European Telecommunications Standards Institute).

Standardization in B&H

Institute for standardization of B&H makes standards of Bosnia and Herzegovina (BAS). Operating of the Institute and its expert bodies is harmonized with principles of international and European standardization, i.e. with ISO Guides 21-1 and 21-2, so as with CEN internal regulations.
Based on above mentioned documents, the Institute made the following documents:

  • BAS Operating procedure for expert bodies of the Institute
  • BAS Instruction 1: Instruction for designation the standards of Bosnia and Herzegovina
  • BAS Instruction 2: Instruction on creation and editing the standards of Bosnia and Herzegovina
  • BAS Instruction 4: Instruction for preparing, making and issuing the standards of Bosnia and Herzegovina
  • BAS Instruction 5: Instruction on adopting international and European standard
  • BAS Instruction 6: Instruction on designation and registration the bodies for preparing the standardization documents of Bosnia and Herzegovina .

Expert bodies of the Institute are:

  • Technical committees (TC)
  • Working groups (WG) ,
  • Ad hoc groups (AG) and
  • Unification group (UG).

Through above mentioned expert bodies, the Institute makes original standards of Bosnia and Herzegovina and adopts international and European standards. The Institute has created 40 technical committees by now, for various areas of standardization. More than 500 experts of B&H, for various fields, are engaged in work of these technical committees. The Institute adopted, through technical committees, more than 12000 international and European standards since now, mainly by endorsement method. Among these standards, 250 standards are adopted by translation method.
